A. Xây dựng hệ thống chính sách, văn bản về thu nhập – tiền lương · Xây dựng dự thảo các văn bản: Quy chế quản lý lao động; Quy chế thu nhập – tiền lương; Chính sách tiền lương, thưởng, phụ cấp và đãi ngộ trong toàn Tổng Công ty, đảm bảo các chính sách phù hợp với quy định pháp luật. · Xây dựng và đề xuất các cơ chế, phương thức chi trả lương phù hợp theo từng nhóm vị trí và đơn vị (3P, KPI, lương theo năng lực, hiệu quả công việc,…). ·Tham gia giải trình, hoàn thiện hồ sơ chính sách tiền lương khi làm việc với các cơ quan, đơn vị liên quan theo phân công. B. Lập kế hoạch quản trị quỹ thu nhập – tiền lương - Lập kế hoạch sử dụng quỹ tiền lương, thu nhập, phương án chi lương hàng tháng của các đơn vị. - Tổng hợp, phân tích, báo cáo biến động quỹ tiền lương hàng tháng, đánh giá nguyên nhân tăng/giảm và mức độ ảnh hưởng - Xây dựng mức lương cho các vị trí công việc; đề xuất các chỉ tiêu, tiêu chí tạo động lực gắn với hiệu quả công việc. - Hàng tháng tổng hợp, phân tích, đánh giá về các chỉ số thực hiện. Đề xuất các hình thức chi trả tiền lương từng ngành, lĩnh vực. C. Kiểm soát và giám sát thực hiện tiền lương tại các đơn vị - Kiểm soát chi lương hàng tháng các đơn vị, chi nhánh nhà máy đúng quy chế lương, đúng quy định BLLĐ và phương án chi lương đã duyệt. - Phát hiện, cảnh báo và đề xuất xử lý các trường hợp chi lương chưa phù hợp hoặc có rủi ro. - Phối hợp với các đơn vị liên quan trong công tác kiểm tra, rà soát và hoàn thiện việc thực hiện chính sách tiền lương.
