Trách nhiệm chính
- Lead and manage country-level implementation of MEL systems, tools, and procedures to collect, collate, analyze, and use data.
- Track STRIDES Vietnam indicators and produce reports and projects to inform teams and leadership.
- Provide MEL direction and guidance to project staff.
- Support MEL aspects of implementation, including capacity building for staff and partners.
- Monitor and maintain project protocols, instruments, data sets, manuals, training materials, and reports.
- Assist with technical activities, monitoring, and documentation.
- Provide mentorship and team building.
- Collaborate with the US MEL team to interpret data sets and assessment findings.
- Provide technical support in development and dissemination of tools, materials, reports, papers, and interventions.
- Offer technical input on MEL best practices.
- Assist with implementing components of the technical portions of the work plan.
- Develop and monitor MEL aspects of technical work plans and budgets.
- Participate in client/funder meetings and draft reports and presentations.
- Lead MEL-focused project activities and sub-activities.
- Identify and raise issues to senior technical staff.
- Function as technical lead with oversight of MEL administrative and finance compliance, deliverables, and team management.
Yêu cầu
- Master’s degree or equivalent in Data Science, Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, International Development, Human Development, or a related field.
- 6+ years of relevant experience in monitoring, evaluation, and learning, including managing data collection, analysis, and reporting at program or project level.
- Proficiency with database management software and data visualization tools such as Excel, Tableau, Power BI, etc.
- Proficiency with statistical software (SPSS, Stata, or similar) preferred.
- Fluent English reading, writing, and speaking.
- Excellent organizational and analytical skills.
- Demonstrated project management skills.
- Ability to influence and collaborate with others.
- Proficiency with Microsoft Office Suite.
- Ability to analyze and interpret data, identify errors, and prepare reports.
- Ability to solve problems and implement corrective action.
Yêu cầu ưu tiên
- Project Management (PM) Certification preferred.
- Prior work experience in an NGO, government agency, or international organization preferred.
- Experience supporting MEL capacity building, data quality assurance, and evidence-based decision-making desirable.
Mức lương
- Annual basic salary range: VND 640,000,000 - 840,000,000.
